What determinate the tag stealtake on items?

For example, after i

killed the vampires in Heartwood Mill as part of the DB questline
, i wanted to use the place as my home for a while, but i couldnt wait/sleep in it because the game said i was trespassing, the items inside the house stayed tagged as steal. i tried adding those two command lines via the console to the previous inhabitants thinking that the game would now recognize them as friendlies and let me use their house but it didnt work

addfac 5a1a4 1 ( which makes them the player's ally )

and setrelationshiprank player 4

Shouldnt those two commands be enough? is there any other way or a command that im not aware of that make this work?

Edit: another thing, Ive moved Halbarn iron fur, the thrisk blacksmith, to another place in skyrim. using a mod, everything worked well but now he doesnt have anything to sell at all. he still has the dialogue option to sell me stuff, but his inventory is completely empty. his inventory refills again if he goes back to the mead hall. is there anyway that i can place him in another place and still have him as a legitimate merchant with actual stuff to sell?

I know this has little to do with the creation kit, but its about modding the game so its related. would be a huge help if anyone can assist me with them, especially the first one.
