EDIT: on a more serious note, there are no pictures on UESP or Imperial Library, so my bet is there were no concept arts of her. Next best bet is if some lore buff knows details about her appearance that might have been mentioned in those few books about her.

There is a statue of http://elderscrolls.wikia.com/wiki/Uriel_Septim_III in Oblivion, which could be used to infer possible facial features.
Well, she's part of the Septim line, so presumably she had an Imperial or Nordic look. Hard to say what this means for hair or eyes, but she would likely have a pale skin tone.
The closest relative we know the appearance of is http://www.uesp.net/wiki/Lore:Pelagius_Septim_III, her nephew, who has blue eyes and blond hair.
Isn't that technically just a "ghost shader" attached to her? I think one could remove that and inspect how the NPC was made inside the CK.
EDIT: it isn't, unfortunately, looks like they just used a model of the wispmother.
Her mother was a princess from Camlorn. So she might have been more or less Breton.
Elder Scrolls wiki lists her as being an imperial I think. So that aside, if I wanted to use Skyrim/Dawnguard/Dragonborn vanilla armor and clothes to replicate her armor,/outfit, what would I use? I've heard savior hide with forsworn gauntlets and boots, would this be correct?

TES Wiki is stuffed full of conjecture and supposition. UESP takes as much as possible from the in-game data and documents, and UESP does not list a race for Potema. She was probably Imperial, but Breton and Nord are almost as likely. It all depends on who her mother was, and we don't know that.
She was a princess, a queen and a necromancer, not a warrior. If she wore armour, I should imagine that it was ceremonial and whatever would befit a Septim or a Jarl of Solitude (whether or not she ever held the latter title in name).

Say what you will guys, but it is irrefutable that in her day, Potema was hot. Not like the old hag that she was before she croaked.
If I saw you say the draugr were hot I might say you are either insane or worse!

So I'm thinking the most accurate recreation, as depicted in the carving, would be a Nord, Imperial, or Breton with reddish hair, dressed in the Savior's Hide with Forsworn gloves and boots.
What do you think for headwear? A circlet of some kind?
