it gives me a constant 30 fps where as before it would constantly drops below 30, and this is with the border fix all settings maxed, it must disable some graphic feature thats for sure

the command skipinterval -1 DOES NOTHING....when you type in into console it says unrecognized command.The command you must mean is swapinterval -1 ,it sets it to 60fps max.
