But House isn't NCR, the odds of the Courier as Mr. House's protege becoming a successful NCR politician would be slim, mainly because House isn't interested in NCR politics, he just wants to be left to his work on restoring Vegas. I don't really care about NCR either. If they'd quit rolling over people and stealing peoples land by force, I'd have no troubles with NCR at all.
The point is really that House should care about the NCR if only because they're the educated workforce and consumers he needs to re-establish a viable industrial base. Their political set-up is also ripe for a man with some money and vision to step in and steer things in his favour from the shadows.
It's not altruism for him to do so, it's actually just enlightened self-interest. If the NCR is secure, well-run and prosperous his grandiose schemes for New Vegas and beyond have a much better chance of coming to fruition.
He wants to get back into space but to quote from The Right Stuff: "No bucks, no Buck Rogers."
