Im confused since beth has supposedly fixed it but then they didn't. I checked the uesp but i need further clarification

SO:

1. Apparently it increases all armor by 25%... does this mean all armor rating is improved by 25%? (except dwarven)

2. What about the smithing part? Does it increase your overall improvement rate by 15%? Or does it improve your smithing level by 15%

Im just now trying to figure this thing out, ive been avoiding it like the plague but it is so hard(for me) to get a good armor rating in this game without resorting to enchant+alchemy.

For the Smithing part, it increases your smithing rate by 15%. Good when you exploit the smithing rate. At max its either 45 or 55%.
