What exactly does it mean for attributes to govern a skill?

First off, sorry if questions like this are supposed to go in a different sub-forum. So, I've been playing Oblivion for a while but I still haven't figured this one out. I.e, does raising an attribute raise the skills it governs? I ask because I recently started a breton battlemage character with the atronach birthsign, and I'm wondering if there is any value whatsoever in raising willpower.

Raising the three skills governed by an attribute contributes to the attribute bonus on level-up. You need a total of ten points in any combination of the three skills governed by an attribute to increase the attribute by +5 on level up. 8 will get you +4, 5 will get you +3 and 1 will get you +2. There is no other effect of attributes governing skills.

If you are born under the sign of the atronach, then the only effect of increasing willpower would be to increase your total fatigue, since you have stunted magicka, so willpower's affect on magicka regeneration is moot.
