It doesn't seem like Flame Cloak and Fire Rune receive any increase in damage when Aspect of Terror is chosen. They are at their 8 and 50 listed damage, respectively. It also seems that the +Fire Damage Perks don't effect them, either. At least, it is not reflected in the spell descriptions.

Fire enchanted weapons are also not effected, it seems.

Any fire spells not affected by agumenred flames.

So at the very least Fire Rune and Flame Cloak. I wonder why they're not effected.

Aspect of Terror affects fear spells adding 10 points to the magnitude normally this would be the maximum level of the target it effect but in destruction magic magnatiude is simply the damage. Numerious fire spells are tagged as fear effects in the event you take the Intense Flames perk. Fire Rune and Flame Cloak aren't effected by intense flames either(not being effected by augmented flames is more visible) thus they aren't effected by aspect of terror.
