I remember this it's a bug not sure what it was though I think you have to console command to stop active effects or something. Not sure how to fix it if your on console.

try unequiping your armor save exit game and reload

this fix should work if you're on pc thanks go to HairySammoth for the fix.

all you can do then is try unequiping your armor store it save exit and reload or find a save before this happened unless I find another fix that is.
