Good guess, is that Japan got hit hard by the PRC. After all, the islands themselves serve as home port for a fair share of USN assets, as well as the fact that since the Korean War, Japan has been by all methods, opposed to both the PRC's ideology and foreign policies.

As for how the great war affected the globe:

In two brief hours, most of the planet was reduced to cinders. And from the ashes of nuclear devastation, a new civilization would struggle to arise.

in 2077, the earth was nearly wiped clean of human life..

continents were swallowed in flames and fell beneath the boiling oceans..
humanity was almost extinguished, their spirits becoming part of the background radiation that blanketed the earth..

a quiet darkness fell across the planet, lasting many years..
few survived the devastation..

It's safe to say Japan is no exception.

To this day, the Chineese still remember what happened during WWII. Since that universe and ours were in sync to that point, its very safe to say that China turned the home islands into glass. As for other Asian nations, we know what happened to China, and by extension what happened to the entire region. The Korea's would have had a very bad day (I'm assuming both would have had nuclear weapons) Vietnam, Cambodia and the surrounding area would be hit hard by the fallout. Also, we don't know if in that universe the Chineese got control of Hong Kong so they might have targeted it. If they had control, well the US or her allies would have. And lets not forget about Taiwan. Yeah, they would be the first to feel the brunt of the Chineese missiles.

So I'd guesstimate that Asia is in very bad shape. Maybe even worse shape than North America.

See, again, fiction and general attitude as well as history of the 50s of any region. So, Japan might very well have its share of giant monsters, robot people and battle suits going against eachother in a ruined landscape above underground cities. ^_^
