Places like the Canadian territories would be nuked because there are population centers up there. There are military and naval bases and I would imagine missile silos as well as radar stations.
Surviving up there isn't that easy. Most of the people that live up there have to get their stuff shipped, ice roaded in or flown in. Don't get me wrong I feel they have a greater knowledge to survive up there, but the winters would take their toll. Also the radiation would kill most of the wild life making hunting pointless. Nuclear Winter would just be hell up there.

Besides I dont see a point bombing something desolate, which would also be the saving grace of some parts of Australia, Russia, Africa and China.
