Probably been mantioned, but I will answer anyway:
Artifacts are usually cursed just like they are blessed and have a life of their own. Spellbreaker is supposed to be searching for its creator.
Daedric artifacts are usually reclaimed by their respective lords.

Vecna, a D&D god lost his left hand and his right eye. These are now his artifacts in 3.5. He sends them off into the world and any foolish spellcaster who replaces his own body parts with them gains many skill-boosts as long as it is please. Eventually, Vecna decides he wants it back and the wearer is turned to ash. The Arch Lich gets all the knowledge they had and sends it back to the world.

I see artifacts in TES like that. The god who controls it, able to send and retrieve at will.
