when you return to Wuunferth and he tells you to patrol the Stone Quarter
When I left Jorlief from his room in the Palace of he Kings because it was at night, I was attacked by Galmar and Ulfric. Believe it or not, Ulfric used Unrelenting Force on me, but that's not the point. The point is that I has no bounty or anything, and the two just attacked me. When I had some Dremoras help me, some guards they had killed resulted in a 1k bounty... Anyways, I saw Jorleif and other NPC's (not including guards, they were attacking) just standing around, I was really weirded out.
I have a theory but I hardly know how it could be possible. When I was on the road somewhat outside Windhelm but still near, I saw three Stormcloaks. I killed them because I was RP'ing as a Thalmor, and when I walked across the bridge into Windhelm, two guards briefly attacked me. After a little while and no deaths, one of them said, "alright, I think you've had enough". I thought "how could he possibly know about me killing those Stormcloaks?" Even though it was possible for him to have seen it from the bridge, it said my bounty was removed as I had killed all witnesses. Anyways so I walk into he city with no guards giving me trouble, and when I finish this quest am leaving, Ulfric and Galmar attack me. I tried reloading and they STILL attacked me! So it can't have been anything to do with the quest.. Any ideas of how this happened or how to fix it? By the way, I do have a save of right before I killed the Stormcloaks, as I have a rule (and I swear by it) to save before a killing that may result in a bounty.
