The last 4 TES games went through a time period of 34 years, during that time there happened 4 major events.

TES V is set 200 years AFTER the Oblivion crisis now what do you think have happened durring the last 200 years.

I imagine we will find out in the next novel. I presume it will come out in late summer or early fall.

I think there was probably ceaseless turmoil interrupted by short bouts of peace and stability. That's how Tamriel always is.

Depending on how the Lord of Souls novel resolves itself (we'll find out this September!), the Mede Dynasty may or may not still rule Cyrodill. If they do, they should expect resistance from the other provinces including High Rock and Summerset. I'd expect long, drawn out wars and rebellions as the Empire attempts to rebuild itself. But without a Dragonborn on the throne and without a powerful weapon like Numidium, the future for the Empire seems uncertain, which is probably why it's stated to be crumbling during the events of Skyrim.
