It has nothing to do with Skyrim, or Bethesda itself, or PC vs. console.
There's a general price push starting on PC games. Since the beginning of the year, a number of games have hit the $59.99 price point, and the trend is increasing. It's not everywhere yet (a number of upcoming games on Steam are still $49.99), but I'd guess by next year's releases, they'll all be that way.
I expect console games to follow suit, but there's different market forces & decisions there - the increase to $69.99 might hold off for the jump to the next console gen (kind of like the jump to $59.99 happened when the X360/PS3 came out.)
edit: and they don't need any "justification" beyond 1) people will pay it, and 2) inflation. Costs go up, dollar value declines, the price gets passed on to the customer. :shrug:
