Actually, the Nords have a pretty good record, considering. Other than a handful of times when the Moot failed to elect a High King, the Nords have been pretty united, especially compared to the Bretons and Redguards.

There is no such thing as an entire race equals --- in TES, they are more like real societies in that there are many factions and opinions inside the society and that it is not uncommon for those who are an enemy one year to be a friend the next.
That would make sense if you could switch allegiances in the game. But given everything that's known, all Khajiit players will be forced into the Dominion, and all Dunmer will be forced to work with Argonians and Nords. Are there none that defect? Are there none that break from all alliances and just go adventuring on their own? None that even live in other provinces (aside from the token I'm-rebelling-against-my-masters NPC)?

Yeah thats not something to be happy about, I agree.
I can accept it as a limitation of the MMO genre, but I would rather have seen that any player race could be in any alliance.

All they really need to do is get rid of the existing alliances, and let people form their own guilds and compete.

Just make the alliances not tied to race. Three Npc warlords, each in a different corner of Tamriel, join the one you like the most.

Two Ebonhearts: Fort Ebonheart in Vvardenfell, and Old Ebonheart on the mainland. Most likely Old Ebonheart they are talking bout.
