What he means is that the new layered armor system allows you to wear the Vault Suit and then a bunch of pieces of apparel on top of the Vault Suit; it's mix-and-match all the way. It's similar to the way hats worked in Fallout 3; you can wear both a hat and a vault suit or a hat and combat armor or a helmet and a vault suit or a helmet and combat armor and there's no 'customization' involved in any of that process.

You could even have a Vault Raider jumpsuit, if you equip some raider scrap armor on top of your vault suit.

Jeez, to think that we're getting 2001 features as improvements in 2015. It's kinda like how MS marketed start menu in Win 10.
