Most important laptop criteria is use of an external GPU, like the linked ones.
Integrated GPUs (Intel) will not make you happy. They can't handle large texture files well. Not enough VRam.

Looks like that one is integrated graphics as they don't specifically call out dedicated GPU specs. It's not gonna do it for you unless you like running patch version 1.2 or lower of the game.

No. Anything with Intel graphics isn't going to work. Those are integrated graphics. You need something that has either an NVIDIA or ATI graphics card.
The laptop you linked above seems to have integrated graphics since they don't specifically mention anything about the GPU, and it definitely would not lend to a good gaming experience. There are people out there playing the game on laptops with integrated graphics, but it's a terrible, choppy gaming experience with horrible frame rates, and frequent crashes. Integrated graphics are designed for non graphically demanding programs that a typical person uses for day to day computing needs. Many people with integrated graphics have been completely unable to even get the game to launch. Gaming requires something a bit better.
My favorite laptop brands are ASUS and Lenovo. Others will disagree, but I don't care for HP. I've never really had good experiences with any of their products aside from their printers/scanners.

Depending on your budget, a laptop might simply be too expensive. It might be cheaper to buy a console or something like a Alienware Alpha. Granted, those will need to be hooked to a monitor so I don't know if that is compatible with your space requirement.
A laptop supporting the game will probably run around 750-800USD minimum.

You don't wanna buy this Laptop, as it will most probably won't play Fallout4.
And the same goes for this one. And if it plays it will be on very low resolutions.

Fallout 4 doesn't look good (graphically) on resolutions lower than 1920x1080

At least you get 1080p (medium/high) settings at 30fps. I can vote for the PS4 as i own the game on PS4 as well. Normally it should look neat to that on XBOX One too.
As a bonus, you have not to worry about if your Laptop gets hot (and it will - be sure about that), and you don't have to worry about what you do, if Fallout 4 doesn't start at all. (also a possibility to consider)

ive been considering a console a lot but i already have fallout 4 for pc and the rest of the series for pc as well, so itd be a waste to just switch to console

Another thing though...
If you have bought the digital version of the game and got the code, there is nothing you can do about, but if you bought the physical version (and not opened up) you could take it back.
And lastly, you should know that all those laptops relies on the Optimus technology.
That means, depending on your work load that technology will switch between two GPUs within your Laptop, in order to provide either maximum performance (for your games) and minimum power draw on not demanding tasks.
Meaning your Laptop will use the integrated GPU inside your processor for light tasks and switch to the dedicated GPU on heavier tasks like gaming.
The problem is, that sometimes this doesn't work as intended, making your game not recognize your dedicated GPU thus some games will not run!
Is my duty to warn you about that!

What about the Alienware Alpha, all variants are cheaper than the laptop. I strongly recommend you get either the i5 or i7 variant with 8GB of RAM. The only downside is that a console is most likely more futureproof because developer have to optimize for it. the Alpha is just a SFF PC, that you cannot update (AFAIK).

just asking because desktops are maaaaaaasively superior, same spec will be half the price of laptop and very easy to upgrade your self
also the parts such as video cards, chipsets, ram, HDD etc etc are cheaper than laptop versions
I don't really have any particular suggestions. It's been a few years since I've been in the market for a laptop, so I don't really know what the good ones are currently.
It'll be hard to get a solid gaming laptop in the $500 range though. You can build a gaming desktop in that price range that will do pretty well, but you mentioned not having the space for it.
Since I sold my aging gaming PC a few years ago, I've been gaming on an ASUS N550J laptop, which I paid around $1100 for. Core i7 4700, 8 GB ram, 1 TB HDD, NVIDIA Geforce GT-750M, and it does pretty well, but the frame rates get a bit jittery at times.
If you don't have space for a full tower desktop, you can setup a mini-ITX desktop. I am running one , doesn't take up much space and it performs well ...
