It's a simple question, using in game lore,, what is life in California like?

Imagine living in a small town in the US.. then just add a few more thousand people..

The NCR has many cities, large agricultural farms and brahmin herds. There is a train system. It's a nation that goes from Baja Mexico to Southern Oregon.

I would say life is pretty peaceful and is well on it's way to becoming close to pre-war era conditions in some areas, namely around Shady Sands and San Fransisco (if it is in fact part of the NCR).

And here I thought you meant what it's like in Real Life! LOL ok Never mind...
