In the lore of Elsweyr, you hear of sands in the desert that have covered hundreds of cities, I propose a "shifting sands" system to where some areas of the map will be covered by sand while others aren't, and the terrain also changes due to the shifting sands.
Maybe if you heard about an old city buried by sand, you could pay an excavation team to dig it up, and sometimes you can waltz through the old city finding treasure, maybe some of the excavation team will see the riches you've found, and try to assassinate you for it, and other times there would be undead citizens protecting what they own, or it'll be infested with some kind of indigenous creatures. Making excavating one of the most dangerous jobs of Elsweyr, but could easily be the most rewarding.
Also, I've noticed in most Elder Scrolls games, you can't play much of a villain as you want unless you start slaughtering a town, or joining the dark brotherhood. I propose a way of joining up with the bad guys, like necromancers, bandits, maybe some way of joining an undead legion. And unlike the other games where you have a set base of operations once you're the leader, you can choose where your base of operations is, it could be a town you've taken over, or maybe it could be a random treehouse or city thought to have been buried. Maybe there would be a way to generally be liked by the bad guys, maybe you attack a guard on the road, and a bandit helps you without any repercussions if he knows your bandit guild. Similar to the goblin tribes in oblivion.
Another thing I'd like to see in TES is trap making. As long as you have the materials, you could make traps such as poison, arcane, ranged, and slowing/crippling traps. Maybe you can reset an existing trap so it doesn't trip on you, but it trips on an enemy. Maybe you can make a snare trap, and come back to it later and see who/what you've captured.
In Valenwood, the trees are gigantic, some can house entire cities and stuff. Well, what if we made it so you could climb the trees with good acrobatics/athletics/strength or just being skilled with equipment?
I understand you can't be the only person who can climb, NPCs would have to have the ability to climb too, and with that in mind, it would be dull if while you're climbing, you can't do anything else. So make it so you can fight while climbing by using one handed weapons, Maybe you could use a crossbow (or some type of equipment with a lot of power) to shoot a rope into the tree so you're able to climb with it, maybe you can climb it with claws if you're a Khajiit, or with daggers or claw-like equipment. It would be nice to take your bandit crew, and hide in a tree and attack unsuspecting travelers/wandering merchants. Or climb a huge tree finding hidden pockets of materials you can use to make weapons/armor with. It would be interesting using weapons/armor made out of amber. Or some type of bark stronger than steel.
One more thing I'd really like to see in TES, is magic that uses the environment that you're in. Say if you're in the middle of the desert, you can use a wind attack, and it would do more damage and possibly blind your enemies with sand. Or if you're in the jungle, you can summon vines to root maybe even trip and strangle your target. Maybe hold your target in place while climbing to catch up or keep them snared while you shoot at them. Maybe if you summon a sandstorm you can use a fire attack on your existing sandstorm to start a small firestorm. Or burn the vines rooting them causing damage.
However the MAIN thing I'd like to see in any Elder Scrolls game is co-op, maybe even up to 4 players in the game, and a few side quests that require you to play with another player. I'm not an expert on whether or not new-gen can support split-screen elder scrolls, but it would be awesome for me and my sister to play at the same time with our characters.
