What makes a Special Idle animation loop?

Hey all,
I have made numerous animations for Oblivion but found that Fallout handles .kf files differently. I am seeking the trick for making an animation loop. I have the animation set to cycle_loop in nifskope, yet when I have an npc play the animation, they will play the sequence once then stop.

This must be related to the idle animations window which has a setting that says LOOP INDEFINITELY. However, 1) even animations that have this setting checked will only play once, and 2) I don't know what setting in nifskope allows this button to be checked.

I am getting the npc to play the animation just by adding a token to the npc inventory and having the animation conditional on a getitemcount check.

Hope this question makes sense, and thanks for any help that can be offered.
