What mod is making me stagger(MQ spoilers)

I'm trying to finish the MQ because I lost my save. I'm trying to do Broken Steel.

I'm in the Raven Rock facility trying to get out but almost EVERY time I get shot I get staggered for 2-3 seconds. I absolutely cannot finish any firefights.

Can I either DRASTICALLY reduce the stagger time or frequency or turn it off? Here is a list of my mods:

Wow dude, you need to clean up your load order first.

Fallout3.esm is to be at the top of the load list. And my advice is to use FWE load order guide:

After you cleaned up the load order, create a merge patch with Fallout3Edit. That should eliminate most problems.

Also it doesn’t hurt to ramp up the game with FO3 RAM Boost if your computer can handle it, I went from constant 10 - 30 minute crashes to hours of straight smooth gameplay.
