The games take place on Tamriel, which means the player should play a Tamrielic Race. The Tamrielic races are
Human (And the various subsets)
High Elf (Including Heartland High Elves, the Ayleids)
Dark Elf
Wood Elf
Khajiit (And the many types of Khajiit)
Argonian
Orc
Chimer
Falmer
Dwemer
Hist
The Ayleids are nearly extict, and on principle do not interact with the rest of the world
The Chimer were all turned into Dunmer (with the exception of the Tribunal, who are now gone)
The Falmer did go extinct, though for reasons unknown
The Dwemer vaporized into nothing
The Hist are trees.
Outside of Tamriel, there are other races.
In Pyandonea, there are the Maormer, aquatic elves. They live in nice tropical islands. They are also hostile to Tamrielic races.
There are the Sload, of course. They are very hostile.
There were humans in Akavir, but they were allegedly eaten or enslaved by...
... The Tsaesci of Akavir, snake people. They have interacted with Tamriel before, and two even ruled the empire as potentate before being assassinated. But they are very much hostile.
The Kamal, snow giants of Akavir. I imagine they'd sooner crush your puny villages than to try and interact with them
Ka Po' Tun, a race similar to the Khajiit, except exclusively tigers, who live in Akavir. They are also attempting to become dragons. Their leader, Tosh Raka, succeeded. Their allegiance is less certain, but it was mentioned that they have ambitions of conquering Tamriel.
Tang Mo, a benevolent race of monkey people in Akavir. They are described as being kind. They are also allies of the Ka Po' Tun.
For any possible races, it would have to mean inclusion of another race outside of Tamriel, where the people manage to integrate with Tamrielic society. Or another variant of human races, all of which are pretty established. Or perhaps splitting the Imperial race into further subsets (Colovian, Nibenese, etc) but they are only different in terms of culture, not racial features. Or one of the humanoid subsets of the Khajiit. Some Khajiit are more human than others. Or perhaps half elves, a role that the Bretons already fulfill to an extent. That leaves little room for possibility, and creating a new race would just be more trouble than it's worth.
