100% both. Well, in FO2 actually 140%+ since I'm lv29 and have eliminated anything that moves in the wasteland, have huge storages of stuff and Oil Rig blew up 6 years ago.

I think he meant how much percent of downloading broken steel, since this was posted around the time it was released. Bit of a useless topic then but anyway...
