What Province Do We Know Most About...?

So, in watching the "Making of TES V: Skyrim" video included in the Collector's Edition, one of the developers states that one of the reasons Skyrim was chosen as the location for TES V was because they had the most developed lore about that province from previous TES games.

I am wondering, does anyone know (or think they know) what province that has NOT yet been explored in a game (other than Arena/ESO) do we now have the most lore about? This excludes Hammerfell, Morrowind, Cyrodiil and Skyrim.

DISCLAIMER: This is not meant to be a TES VI location speculation thread! I am simply wondering which unexplored province NOW has the most developed in-game lore. Obviously, this could indicate where the next game takes place but I don't intend for this thread to speculate on that. This is just an objective question I have been thinking about recently.

The possibilities are:

Hammerfell

Black Marsh

Elsweyr

Valenwood

Summerset Isles

There are bits and pieces about each, but no comprehensive and detailed accounts, other than the one series of books "Grasping Fortune", about Valenwood. The novels apparently have some details about Argonia (Black Marsh).

I feel like we don't know as much about High Rock as we do with some of the other provinces
