I agree with most of what has been said here. But for me, personally, important points that should-- no, simply must return are somewhat provincial in nature and focus mostly upon play-style and character customization.

That's the nutshell version, true, and I thank user Ollix for posting those bullet-points. But I will go into detail for my own purposes.
* More armor sets and weapons - a variety of armor and clothing sets that rival, if not exceed, that of Morrowind in number. It would also be good to see some more..."eccentric" clothing items, such as moccasins (like ES4's stitched leather shoes) and the like, helmets and footwear that the "older" Vvardenfell subspecies of beast races can wear, etc. Bring back our longspears, fighting staves, and throwing blades, too. We liked those.
* More pieces in each set/outfit - Yes! Don't short-change us with the one-piece outfits of the Fallout 3 entries, as the lack of customization was gravely disappointing. Bring back the old unevenness of outfit customization - left pauldron/spaulder, right pauldron/spaulder; left boot/shoe, right boot/shoe; left glove/gauntlet, right glove/gauntlet. A return of simple, non-armor-based gloves would be a boon also, as would the allowance of bracers and wristlets to be worn simultaneously with handgear.
* Clothes under/over the armor - Heh, this one practically explains itself. "No need to leave your lucky jeans behind, just put your cuisses on over them." "A skirt over one's legplates lends a very knightly bent to one's attire. Paladins and clerics rejoice!" "Leave foes befuddled as their knives fail to kill you, unable to pierce the daedric cuirass hidden under your necromancer's robes."
* Unisix clothes - Agreed. In Morrowind, anyone could wear anything. But in Oblivion, a good pair of pants often turned into a frumpy skirt or dress, thus disarming the appearance of many female characters. Skirts are fine and well, but make them a separate clothing item than trousers and pants, but still able to be worn simultaneously, as they were in Morrowind.
Here's a few others:
* Climbing - Dunno how that would work, but anything that increases the immersion level by such a degree, I'm all for.
* The Morrowind skills that were taken away - Yes, as many have stated, the return of Axe, Unarmored, Spear, and others would be a much-appreciated joy. Oblivion's classification of axes into the Blunt skill didn't make a great deal of sense to many of us; axes are widely different than a hammer, after all. So it'd be good seeing them put back into Axe skill. Another welcome return would be that of the Unarmored skill, for those of us who don't actually wear armor, favoring instead a preferred selection of clothes. It would also solve some minor encumbrance issues involving the carriage of worn armor. Many thieves and mages will thank you; loads will be lightened, and defenses will still be excellent without the need for bulky plate and chain.
Some have expressed a desire for Khajiit and Argonians to get their "old legs" back, having paws instead of normal feet. I agree, to a point, and I suggest a compromise. As the Cyrodiil Khajiit and Argonians and their Vvardenfell counterparts were different subspecies of the same base races, I propose the addition of a selector allowing the player to choose either feet or paws at their discretion. A little variety in eyes/eye color and fur or scale patterns would be good, as well.
Also, some have expressed comments on the sameness of voice-overs for every character of a certain race/six in Oblivion. How Khajiit and Argonians all sounded alike; or Orcs and Nords; or every single Elf or Mer currently living. Some vocal variety within each race and six group would be a wonder. No need for every Khajiit gal you meet to sound like she has strep throat.
Oh. And we want Hircine's Hounds to pop in for some wolfie fun. >:3 Do love werewolves. Maybe introduce a lupine beast race borne from them? Hmm. It bears thought.
