It's not necessarily an "he." Moreso an "it." It's the soul of Padomay, who is change to Anu's stasis. In the Beginning Place before Time started, Anu (Order) and Padomay (Chaos) clashed, which subsequently created the Aedra and Daedra, who in turn made up the Mundus as you see it. As Anuiel, which is the soul of Anu, is "Everything," Sithis is "Nothing," or rather, the Void.

Basically, Sithis is Nothingness.

Who is the Night Mother, you ask? There are many, many theories, but none have been proven conclusively, which effectively eliminates anyone saying that the Night Mother IS as Dunmeri female. For example, here is one such theory from http://www.imperial-library.info/obbooks/fire_darkness.shtml:

Why do people always ask about Sithis and never Anuiel?

Edit: Scratch that, I know why. There's no organisation to confuse the issue in the case of Anuiel. Also, Anuiel is rarely mentioned, if at all, outside of the texts (and infrequently mentioned within them), whereas Sithis is one of the few lore topics discussed by NPCs in Oblivion.

I think it's probably the more radical Dunmer view on it that probably contributes to it a good deal, as well. There is even a text (more than likely) written by a Dunmer TITLED Sithis, even though its probably moreso about Lorkhan. In my eyes, they probably have the most unorthodox view on it in the Empire. But that's just my opinion.
