Is skyrim a province or country?

I hear both words being thrown around all the time soooo...

Historically, Skyrim has always been a province of the Empire since the days of Tiber Septim. All the decisions was done by the rulers of the Imperial throne, with the Jarls just nodding their heads in silence.

Ulfric wants to turn it into Skyrim the country, it's own independant nation with its own laws and regulations seperated from the Imperial throne.

Skyrim is a province. Tamriel is a continent.

Think of it this way, the US is a "province" while North America is a continent.

The US isn't a province, Australia and India were provinces of the British Empire, and once they declared their independence they became countries.
