Is skyrim a province or country?

I hear both words being thrown around all the time soooo...

(I'm voting province.. Since I haven't heard the term "country" used before in ES)

It's a country, Tamriel is a continent, Nirn is a planet, Mundus is a plain.

Historically, Skyrim has always been a province of the Empire since the days of Tiber Septim. All the decisions was done by the rulers of the Imperial throne, with the Jarls just nodding their heads in silence.

Ulfric wants to turn it into Skyrim the country, it's own independant nation with its own laws and regulations seperated from the Imperial throne.

Think of it this way, the US is a "province" while North America is a continent.

The US is a country, not a providence...
