Wait no, I was mistaken, Only the major plot points were canon, All else were non canon (Seeing that the Canon BoS cannot manufacture Power Armor.)

I did notice that the BoS armour in FO Tactics looks alot like the Enclave armour FO3. It is always possible they found away to make their own or found a stash of different types. I agree it is an issue but not one that makes it only "semi canon." Still the plot points are what really matters I guess, the locations, factions and over all story.

I honestly think the Enclave Armor (FO3) and the Tactics armor are both the same kind of downgraded armor.

In away I agree. FO New Vegas talks about Enclave in Chicago. It is very possile the Enclave got into a fight with MWBoS. Enclave stole/ reverse engineered MWBoS armour and made their own, cheaper knock offs. If FO3 had damage threshold Enclave armour would not have been such a joke. New Vegas makes T-45 armour an ok armour to have.
