what is the best level scaling solution

I'm looking to replay oblivion (main quest) and aren't sure which level scaling mod to use. Which one do u guys thinks is best, as I have never used mods in oblivion before. I understand I can bypass some of the level scaling issues via efficient levelling but I find this to tedious

Well, I use http://planetelderscrolls.gamespy.com/View.php?view=oblivionmods.detail&id=268. I haven't used any other big ones because I'm satisfied with it, so I can't really compare Fran's with anything else. I would recommended simply reading the page I linked you to for more information on it.

If you were looking for a mod that alters how you level instead, I would reccomend http://www.tesnexus.com/downloads/file.php?id=13879. Along with Fran's and Realistic Fatigue (made to go with Realistic Leveling), it makes the game quite a bit harder, but more fun in my opinion.

Specifically check out:

And http://www.gamesas.com/?showtopic=790175&hl which goes a bit more into leveling mods.

That is how it is broken down - how the world challenges you with new stuff is scaling (to your level). How you challenge the world and rise in power is leveling. Some mods do both but most mods we call overhauls are scaling mods and most can be used with any number of leveling mods.

Of the scaling mods in the Scaling Overhaul Comparison I will add that there are a few others out there.
http://www.gamesas.com/index.php?/topic/1120709-relz-rom-revised-oblivion-mod/ - builds on OOO but does not allow other leveling mods from what I understand.
http://waalx.com/RealSwordsForum/viewtopic.php?t=280 - is like MMM and adds creatures galore (the base mod) and the scaling is a lot of the time unscaled like TIE.
http://www.gamesas.com/index.php?/topic/1166726-rel-oblivion-warcry-new-dimension-ev/ - I don't know how it scales. Information is sorely lacking about it.
Also within the many esp of http://www.tesnexus.com/downloads/file.php?id=7902 are esp for unscaled (undermined) encounters and loot.
There are a few others, but they slip my mind.

So how you want the game to scale is up to you from the choices available. I have played OOO/FCOM and enjoyed the content immensely. I'm not such a big fan of all the other stuff that is touched by it though. Lately I've been preferring the unleveled (completely random what you encounter ... next a peasant ... next a godlike creature) scaling. And that is offered by TIE and WAC.

For getting mods to work together read the http://www.gamesas.com/index.php?/topic/775917-compatibility-and-you/ thread.

What it will come down to for best results is to use an installer. Two main choices
http://www.tesnexus.com/downloads/file.php?id=2097
http://www.gamesas.com/index.php?/topic/1166379-relz-wrye-bash-thead-60/ - which has http://www.gamesas.com/index.php?/topic/1084204-bain-mod-installation-projects/.

If you plan on using Wrye Bash (some mods require it) then I'd use BAIN (part of Wrye Bash) as the primary installer. Otherwise OBMM will work for using only a few mods. BAIN is better for large load orders and has a learning curve (unless familiar with Wrye Mash and its BAIN). If you've not used Wrye Mash or anything of the sort then go with Oblivion Mod Manager (OBMM) - or people will blame me for pushing the difficult stuff too soon.

From your avatar I'm guessing that you have used mods with Morrowind.

I will say that Oblivion Warcry New Dimension seems to be leveled in loot and characters a fair bit but also it seems pretty random. I keep playing with a low level and keep running into tons of crap and finding a lot of different weapons and armors but most of it is bad quality which makes me think the quality might scale as well as the enemy's but I think it's a much more limited about then vanilla.

So I'd probably say Oblivion Warcry is about equal to frans in terms of difficulty however there are some powerful non-leveled creatures that you can find at level one that are very dangerous.

Well, I use http://www.tesnexus.com/downloads/file.php?id=35333 . It's more or less like the old school RPG leveling system. You have to kill things to get exp, then you get a preset of attribute points. You can modify the values and it works with DarnUI and FCOM. I just can't play oblivion without it.

It also adds an exp bar to the UI. When you sleep, and your char is rested it gives bonus exp per kill. It has a lot of features you can customize through a detailed ini file.
