So my current special is

S: 5
P: 3
E: 3
C: 7
I: 10
A: 6
L: 4

and I didnt take any of the perks due to all the negative effects that came with them was tempted to take that one perk that I guess increased the random events happening but was afraid of doing this cuz didnt know what kind of events id encounter and this perk really didnt explain itself

I took that special because was same special I have in fallout 3 but currently unsure if this si a good set up for New Vegas .-.
