What's the best way to rebuild a lost character?

Recently, I foolishly unistalled a few vital mods and screwed up my save game with CTDs, so I'm looking for any utilities and advice on how to rebuild my character in a new save game. I've already looked at the "Skyrim save editor" and found it unsuitable for my needs. I'm looking to alter:

-completed quests
-level (skills,perks etc)
-dungeons completed (although I'm pretty sure that's impossible)

It would be easier, faster, and more successful to just replay the game.

Using the console to buff up skills or stats is one thing, but to try to complete quests? Unless you set all the stages you need to set, set or clear all the flags you need to, add or remove the items you need to, start and stop the scripts that are needed for the next stage of the quest, this is going to blow up in your face in the most spectacular fashion.

The "Level" part can be done with the Leveller's Tower, by Williesea. http://skyrim.nexusmods.com/mods/14152

The other two will be very hard if not impossible to do, as CCNA said simply replaying them and enjoying them again would be the best option there.

- Is it just me or is the Nexus UNGODLY slow right now?
