The province itself is still part of the Empire, and it's likely that some of the province is once again habitable by the time Skyrim takes place. It's also unlikely that the political structure as depicted in Morrowind exists anymore.
Pretty sure a lot of Vvardenfell inhabitants fled there.
I think so as well. That's precisely why there are so many displaced Dunmer in Skyrim now too. They had to flee to survive, and Solstheim and Skyrim were pretty convenient. I believe I recall something about them making the new Shrine of Azura as they came into Skyrim when they fled Morrowind as well, but I may have that completely wrong.
Are we supposed to assume that the Dunmer population of Tamriel is incredibly low at this point? Would it be too extreme to assume that the Orsimer now outnumber the Dunmer?

I'd be more inclined to believe they're slightly less in number, and far more spread out rather than being greatly reduced in overall number. But hey, who am I to say?
