I'd like to know this early on because I've read a few articles and I still have no idea what direction this game is going to go.

Is it going to be another race to max level followed by grinding hard mode dungeons? Is there an emphasis on PVP? Is everything going to be hid behind an instance?

No matter who designs the game some will always find a way to warp to max lvl complain there is no content, the game svcks, I'm bored, call the devs stupid and lazy, curse the company and insult the rest of the players who are enjoying themselves. Go get a beta key from various places and decide for yourself.

IMO, it's a fine single-malt scotch to be savored, not a cheap beer guzzled by frat bros. Play it and find out for yourself.

I think you have it all wrong my friend. At its heart this is still an elder scrolls again so its not what the devs want out of it but more so what YOU want out of it. If you wana lvl rush and dungeon grind go head...you wana live in pvp go ahead etc...
