What the Hell!?

Ok, so i finally decide to play the game again and make a new character. Fresh installation, no skyrim data on my hard drive from earlier, no DLC.

-I go through the intro and make my way to river wood only to find out that i cannot save, load, change controls or settings. The options appear grayed out.

- I read on this forum that this is a bug introduced in 1.8 patch and that is still on 1.9, and the solution is to make an "Options save" before you get to the character creator during the introduction or the game won't make the autosave right after you create the character. So does that mean every person that buys the game now is screwed right of the bat? Amazing. Anyway, i make a new character, make the settings save during the intro and it fixes it.

- The game runs surprisingly well i thought and it looked great, barely any stuttering few FPS drops, textures streamed fine and LOD pop in wasn't noticeable. Played 36 hours on the character got quite a few quests done, explored a lot around Whiterun and the central mountain. My save file got to around 4.5 MB and towards the end i was noticing more stutter then when i started but only slightly.

- Then, like all other RPGs i played i decided to start fresh again and make a new character, i always do a practice run with RPGs, i never intend to but it always ends up that way. This is how i went about it: Deleted all saves from my previous character, kept the settings save and installation data. This is when things got strange.

- On the new character things were different. The game seamed to stutter worse then in my previous "already in to the game" character, level of detail pop in seamed way worse, with trees staying in their distant background form until you got within 60 or so paces from them and then slapping you on the face with the higher resolution texture, whole buildings and rock formations popping in to view like the mammoth poacher camp northwest of Whiterun and the rock formations above the bandit camp opposite of that (beneath the Dragonreach mountain), creatures and NPCS also seam to load a lot closer then before. Texture streaming seams a bit slower, items in loading screens seam to have lower resolution textures more frequently then before. The lighting from torches on the surroundings dims when i get within a certain distance from them, a house illuminated will be brighter at a certain distance but it will darken when i get close, it's not a gradual process it happens in a flash and it happens everywhere with torches or braziers.

-Other weird things that changed. Environment shadows are sharper, they were all jagged in the first character but now they look better. People talk more, like a lot more. On my first character the Talos preacher never said a single word, characters now talk to each other about menial things constantly where before they would just have the conversations related to quests. There seams to be a lot more dialog this time. The textures on the arcane enchanter inside Dragon reach was borked, it was bright blue and it didn't get fixed no matter what i did, i even got a loading screen with a normal looking arcane enchanter and the when it finished the one in front of me was still borked. Had to load a previous save file and go straight to dragonreach for it to appear correctly.

Before you asked i have tried EVERYTHING to "fix" this short of clearing all Skyrim data from the hardrive and trying again. All new characters created are this way now. It is honestly driving me insane that everything in this game can randomly go A-wire even the graphics on a locked system like a console. I don't know what is the normal non glitched state of the game anymore and it just dawned on me that it was this very issues that made me shelve the game and not look at it for one and a half years.

Bethesda did not program this game, they found it in the backwoods of Maryland and just published it. They have no idea how it works.
