What is the problem with these guards?

After killing a revered dragon in dawnstar some imbecile guard comes up to me

and says "what do you know about this incident?". (I've commited no crime, I have

no bounty, and I killed a dragon with no collateral damage for these morons to boot).

I respond with I don't know what you're talking about and the guard says that if I have

a recollection then report to the head of the guards. Then as soon as I start to walk

away the guard initiates the same dumb conversation over again until I get away from

him, and he does this every time I return to dawnstar.

I don't want to do to dawnstar what alduin did to helgen (at least not yet) so does anyone

know what sets these guards off like this and how to get them off my back?

To me, it seems quite obvious that the guard of Dawnstar is very eager to hear of your battle with the dragon. It is not everyday that a guard turns his head and looks upon the skeleton of a rare being whose existence was thought to exist only within the myths and legends of my people.

Perhaps you should take the time to recount the tale of your battle to this guard of Dawnstar in order to put his soul at ease. Or perhaps if you are adept in the school of Conjuration, you can summon the guard a warm bed. Otherwise, if you are very skilled in the delicate and precise art of Alchemy, you may surprise the guard and increase your reputation among the Jarl's men by brewing him an ale from the finest juniper berries you can find throughout the rugged and beautiful land of Skyrim.

This may sound silly but give the guard a hit with your shield or the side of your blade.

This will count as an assault. Sheathe your weapon and pay the 40g fine. This may over-ride the "What do you know..." conversation.

Thats weird. Ive never encountered a dialogue like that before. Is it normal? Happen to everyone? Or am I the odd man here?
