I dunno, he could also be talking about Steams screenshot feature that also includes the ability to upload screenshots to your Steam Community page.

(F12, then shift + tab to bring up the Steam ingame interface, screenshots, click upload)

I only knew because when I was having screenshot troubles (they were coming out all wonky), I had to use Steam's screenshots to get viewable shots :)
