Well, Bethesda have left it out for a reason, and when it comes to coding something it's not "simple as that". The console is only in the game as a debugging tool for developers. It's meant for testing and fixing things (oh the irony).
They haven't wasted any time or resources making it user friendly for consumers, but have left it in for those on the PC (the format the game was made on) that want to use it, at their own risk.
To do what you said, Bethesda would have to take time and resources away from other parts of the development to specificly code something usable for console gamers. Something they never intended to be used as part of the game in the first place.
