I'd say giant, but the femur it's carrying is very large.
Then it looks as if it's a troll skull on its belt, so it could be a dragon bone club.

probably a gaint. but dont get to excited, judging by the way the camra angle is looking up from close to the ground gaints probably aren't going to by dagon sizes. more like a couple of heads taller than the player.

I was in no way trying to be a jerk. There is a certain something lost in translation, especially humour, when trying to communicate through text.

To be honest I'm not even 100% sure what a goblin skull looks like, but if I had to guess that codpiece would be it.

You ever seen such big goblins before? Admitably, it could just be perspective, but this one looks too big to be a goblin to me. Besides, none of the goblins in past games looked much like that, and while Bethesda could have changed the design, would they change it so much that, upon looking at the goblins, I wouldn't think they're goblins at all if I wasn't told? Because in both Tribunal and Oblivion, when I saw the goblins, I pretty much thought they were goblins, I'm not getting that here, I'd agree with those saying that is in fact a giant.

by this scale we can assume a giant won't be the size of a sky scraqer, but about twice the size of the player

It is a giant. I've never seen a goblin with a beard that uses a troll skull as a cod-piece (notice the place in the skull for the third eye)
