I'm not totally sure, but could it be "Foot-Fetish", which you get when you kill some people with shots in the legs? I heard, that there are some problems with getting this dogtag...Not sure, though, haven't unlocked this yet.

Most time spent watching killcam.

It was the last tag I earned on that page and I got it on the first reboot around rank 35.. even then I got it intentionally.
