The Empire had only invaded Akavir one time, and that was a complete failure. So what do you think what Uriel could of done to win his campaign, and what would happen to both Tamriel and Akavir If so?

I personally think that instead of wasting his time sending diplomats to talk to whoever's in charge of the Tsacie (cannot spell it right) Kingdom, he should of continued advancing as that would make the Tsacie forces have less time to prepare a counter attack. And Tamriel and Akavir would most likely know more about eachother. Though I doubt the Empire could hold a colony there for long, especially in the 4th era.

Uriel VII totally should've used Numidium before it was destroyed to conquer Akavir.

But then Daggerfall would've needed a pro-Akavir ending to balance things out. Like, Tosh Raka eats the Mantella/Numidium and becomes a cyborg-tiger-dragon.
