I think you're talking about the wrong game. If Fallout 4 will have any drivable/flyable vehicles I'd be very surprised.
If it doesn't have a decommissioned Mount Prospect police car-

Only vehicle i care about it's the damn vertibird in the trailler. It's not suppose to be a pre-war vehicle, bethesda, it was a prototype at the time! Man if you can tell the good day from the morning... I already miss obsidian.
Just remember, MIT is in Boston, they might well have access to prototypes and retain enough resources to build a few more...
With Vertibirds and the Airship figuring prominently in the one trailer, I suspect they'll be a mode of fast travel, excepting cut scenes like we saw of the power armor fellow rising up with the skyline back drop.
Did notice a curious thing in the family house tho... there was a gas/petrol can of some type at the end of the hallway mixed in with the rest of the detritus. I don't remember seeing these in Fallout 3-Fallout NV. Perhaps this is how we can fuel a motorized vehicle? Could also be used for flamer fuel? Don't know..
Something that looks a lot like FO2's Car, or a Ford Interceptor.
But I wouldn't want this game to become GTA, so only the PC should have one and it should be limited in use.

Working vehicle are already a reality in the Fallout World (At least since Fo2-FoT and confirmed in FoNV). It is just that they weren't implemented on the gamebryo.
I'm not really expecting any vehicles really. The Fallout stories have always been about a lone wander walking the wastelands. Well, except Fallout 2, with that car option. But you are never inside the car to drive it, it was more like a fast travel thing.
Like TheLoneRedneck says, trying to get a motorbike to work with Havok physics would be... interesting. My hoverchair mod for FO3 just did a hovercraft thing. Even though Skyrim improved things a lot in the physics support, I didn't dare try adding in wheeled vehicles. Trying to get a controllable flying vehicle modded in was hard enough (and a kludgy, buggy solution at that), let alone one that would have to bounce along rough terrain.
Bethesda hoped to get a real-time carriage travel system implemented for release in Skyrim (they had carriage driver dialogue recorded for commenting on areas passed through) and they had to give up. A Bethesda dev released an early version of a mod to implement it, and a modder managed to get it pretty good, but it took a huge amount of work.
And that was with slowly moving carts. To get something fast moving... yeah, possible, but I'm not holding my breath.
None. I doubt the engine will be able to handle any vehicle outside of a cinematic cutscene unless it travels dreadfully slow.
So long as it's a hovercraft or similar, it can really go at quite a speed - as https://www.youtube.com/watch?v=ozH-DTqFADU shows . And Skyrim's game engine could also support fast movement.

But, yeah, any wheeled vehicle that travels at speed is highly unlikely. And there are other considerations than what the game engine can handle. Covering lots of terrain extremely fast kind of defeats the purpose of wandering the wasteland and stumbling across what may be there.
We probably will be able to, like the carriages in skyrim.
If there is vehicles, all I want, is the Highwayman to make a return.

As the post above you(and quoted after this) illustrates, not really an engine problem either. The main limiting factor is too small a world space. If the rumors are true about the world size being 2-3x Skyrim then vehicles actually become viable.
It would definitely need to be amongst the end game content.
Truthfully, I am not expecting any vehicles. At least none that I can acquire for personal use. That doesn't mean that I would be surprised if they are in game, but I wouldn't be disappointed if they weren't.

there's skyrim mods with at-least-motorcycle speed horses. engine handles these easily. and my machine's old.
edit: might be different with the consoles fo3 and fnv had to run on though. i even could imagine these to be the "actual" cause for no vehicles yet
