Have a friend that I want to chat with as we quest. What voip out there lets us connect together without us having to create a host server on our computers?

Get a free channel on a server, download ts3 n have at it.

Is probably your best bet.

I wouldn't use a free ts server if I was paid. And the friend of mine I'm playing with only will get on my ts server because I can lock him in a channel with me.

You can both download ts3. Then you will see under book marks, ts3 public server. You can go in there, from there you will have lots of people, you can then create a channel and password it and you and your friend can be all alone together.

I would go into the settings and uncheck notifications for when people leave/join the server.
