What was Caesar's Plan for the strip?

Hi guys, first post. I'm playing a pro-Legion character and there's a lot of subtext in the Legion plot that's difficult to understand. If the strip got more of an ending based on your actions it would be easier to understand but because it doesn't, we have to read in to dialogue and other clues.

Let's assume your character sides with the Omerta bosses. Their plan is to set off a a chlorine bomb during the Battle of hoover dam and follow it with a massacre using guns smuggled from McCarran. We also learn that this is Caesar's plan. But there are a couple of unanswered questions here, like.

1. Who is the bomb intended for? Is the primary goal to kill a large number of civilians so the NCR is forced to stay back and handle the crisis instead of heading to the dam? Or is it to mass slaughter the NCR reinforcements before they even get there, and the civilians are just a necessary casualty.

2. It's mentioned that this is the Omertas taking over the strip. Do you think the Chairmen and White Glove Society in this scenario would be targeted too? They stand to gain a lot of money once tourism rebuilds, even if that takes a while.

3. What was the point of making an alliance with the White Glove Society? What does Caesar really stand to gain? Especially if they are taken out by the Omertas like in the above scenario, the Courier converts them to cannibalism and forges an alliance with Marjorie for nothing.

Here's the best I can answer what happens to the Strip if the Courier faithfully follows Caesar's plans: A chlorine bomb explodes and the Omertas then turn their guns on the NCR reinforcements, thus cutting off a large number of soldier who would fight the Legion at the dam. Whatever happens to the chairmen and white glove society is unclear, but once the Legion rolls in, the omertas and white gloves membership are both friendly enough to the legion that they are easily absorbed.

Terrorism against the NCR to lower morale as well as state anti-NCR views. The attack isn't a random bomb, it's a bombing of the NCR Embassy. Nothing sends a powerful message like the bombing of a nation's embassy.

White Gloves depend on how you handle them for Caesar. But Chairmen, maybe. But the Omerta wouldn't stay in charge long. Caesar wants Vegas because he sees it as where he'd plant his flag and build a new nation. He'd likely reward them as he rewards the Khans, IE: enslavement or integration into the Legion.

Strength in numbers. Having allies means better odds. Plus, the WGS are an influential power on The Strip, having them on his payroll is just as useful as having one Family.
