i don't know if this was caused by the wild west perk or if it was a bug?

today i completed a quest in new vegas and i through freeside for the heck of it and when i was leaving freeside i went by the corner where the crier for mick & ralphs i heard him pitching mick & ralphs for all your shopping needs and he started again when all of a sudden he stopped and i looked around and he was gone and it was night time.
