That advanced, MOST ADVANCED, civilization in the world developed under the Roman REPUBLIC, not under a dictatorship.
Also, it is a testament to the greatness of
Roman Bureaucracy (developed under the Roman REPUBLIC) that the Roman state endured such dictators as Tiberius (paranoid child molester), Caligula (bootsy the mad), Nero (the Beast from the Book of Revelations), Domitian, Commodus (star of the movie Gladiator
) and the horde of nameless reprobates that came after.
