1. The story: You wake up in a sunken submarine. You escape and realize the world has met its end. But not quite. You have no idea what happened so you wander off to discover the truth. And the rest is up to me.

2. I'll set the game in New Orleans.

3. Less dungeons, more D.C.

4. More enemies.

5. Better engine; I'm a svcker for new stuff.

6. Bring it back to reality.

7. Bosses. I'd add bosses.

The only thing this thread goes to prove is that everybody likes something different and you can't please everyone. So Bethesda should just design games the way they like and hope that other people like it too.

I liked the green tint of the Capital Wasteland. City pollution looks like that and Beth captures it pretty well with their lighting (and you'd expect a post-apocalyptic irradiated wasteland to be polluted). Google 'city smog' images and take a look. The mods that change the lighting make everything look far too fresh and clean IMO. I like the [EMPTY] message on containers too - it's just a game play mechanic, and I can see why it was added. It would get frustrating really fast for the player to keep opening empty containers.

In addition to being able to actually join the Enclave and screw over the Wasteland (for the Lil Devil in all of us) I would also love to have the ability to have enough radiation turn you into a ghoul. I mean I truly enjoyed the ghouls in every game I played, good and evil. I don't know why, but I just did. Down with smooth skins all hail the ghouls. Let me live in Underworld!!

I would have more hairstyles. There is only one hairstyle I use most and that is seductress. Put in more full headed hairstyles, like pig tails, or loli pigtails. Longer hair. Dreadlocks. A mix of diferent styles.

Have bisixual, homosixual and lisbian perks. So you can seduce same six and both six people.

Have a hacking machine like Bioshock 1s Hacking Tool. That you can make or buy. Hacking can be hard. :(

Have Deathclaw Friend and Insect Friend perks.

Like someone else said. Have a slaver and raider society. A town like place. With advlts, children and quests.

Have make up options for both sixes. Proper make up, not a vague slider called 'eyeliner' and 'lipstick'. Seperate eyeliner, blusher, powder and lipstick sections.

Earrings for both sixes. Why the hell do games not put earrings in character options?! A mix of multiple earrings and styles.

Jewelery options for both genders.

Piercings for both genders.

Tattoos in character options.

A translater for languages. Not showing what Kage in Mothership Zeta dlc and the Chinese Remnants are saying is silly.
Made Kage get off the ship or know what he was doing and were he was in Mothership Zeta dlc.
Made Paulson in MZ dlc a bigger character. He is cool. He could have been a quest npc and live in Megaton. I would think a cowboy would be perfect for the wasteland. He would know how to fight, fix things and trap. The wild west is not so diferent from the wasteland in that is is a wild place full of dangerous beings.
He would not know about radiation, but he would know about if water was bad, and that is a start. He could learn fast.

A full explanation for Little Lamplight and Big Town. The most illogical places in the game.

More deep backstories for more of the characters.

The chance to do up old vehicles and use them. I would love to be able to use a nuclear motorbike, car, bus or truck. You could run enemies over with them, lol. :D

Mutated Horses. That you could call and ride with a perk. Call it Nuclear Cowboy.

Mutated big cats, wildcats and cats. Their abscence is illogical.

Changed the gross and unnessesery start.
No one wants to see that!
The start is grotesque.

Made a normal character creation and skill and special creation and started it at age 10 at the birthday party.

Thrown The Pitt dlc into a digital shredder and pit and burned out all sign of it's existance. Kept the good weapons and armour from it and put them in the main game but thrown the rest of it away. Made sure every trace of it's existance was destroyed.

The PItt is a horrible, depressing, unlikely dlc. The nicest person would not go undercover as a slave!

Made a good dlc based on lots of fighting, and fun stuff set in the Commonwealth. With no stupid overcomplex places, illogical and unlikely plots or sneaking or espionage!

I would have the factions re-examined (as many times as it took) for plausibility, and substitute bottlecaps for DC coinage (likely plentiful in the many bank vaults and government facilities).
I would have ensured that the project's aim was to create an improved/evolved version of the previous games, using modern tech and resources; while maintaining the actual core gameplay of the series.

IE. It would have had ~at the very least, a functionally improved version of "Fallout Tactics" style combat; (For those that never played FO1 , 2, or Tactics... This means it would be somewhat more akin to "Dawn of War" than ElderScrolls; and optionally real time, but preferably turn based of course).

I would have had the team brainstorm for weeks in effort to come up with something cool, fitting ~and not previously in the series (even if I had to hire a few of the original developers as consultants).

The game would have a plentiful selection of new items (both old and new), but anything that was in the previous games [established], would have been meticulously recreated in 3d to look exactly like it always did in the series history.

I would not have been adverse to a 2nd apocalyptic event (or a partial one), that might return the state of the world to a "just after the great war" kind of environment ~if I felt that it would work, and maintain the setting in a believable way; and if I could find no other way..

The game would actually resemble a Post Apocalyptic (and magic free) 'Witcher' RPG with TB combat, where the outcome is actually affected by the player's choice of actions during the fight...
(Good TB is not just adding a delay; that's not what TB is about).

I would not have had it made primarily as a shooter; though it could have had a first person examination mode ~and potentially combat that way... but I dunno; either way it would not have been the intended way to play.

1. Five more songs in the dungeon,explore,public and battle music folders to add variety to the already excellent music selection.
2. More hairstyles.
3. More realisitic fatal results when shooting enemies and getting shot at. The Call Of Duty mod for FALLOUT 3 did this perfectly with plenty of one-two hit kills while still keeping battles comfortably long due to trying not to get hit.
4. Being able to use alot more wasteland salvage to repair armor and weapons. Would have been cool to use scrap metal for more then just pipe repairs in Megaton.

Luckily i've been fortunate enough to come across the amazing mod works of Modders who have done all of the above and shared freely of their creations.

Fallout 3 changed to my liking would basically be a futuristic Elder Scrolls game.
I would increase the map size.
I would raise the level cap to 50.
I would allow you to play after beating main quest without dlc.
I would make big expansive dlc similar to shivering isles in size.
I would divide armor into helmets, gauntlets, greaves, and boots.
I would add rings and necklaces.
I would add Magic in the form of mutation(Radiation poisoning gives you the ability to control a element)
I would give the ability to enchant armor, clothing, etc.(give stats like RAD resist)
I would add mounts like mutated horses, brahmin, etc.
I would add ironsights.
I would add joinable factions and sidequests for them.
I would add more side quests and unmarked quests.
I would increase the length of the main quest.
Lockpicking would be changed to allow you to attempt all lock levels at the start.
Hacking would be changed to allow you to attempt all terminal levels at the start.

I woulds just like to explore the entire map that they originally had before they cut it. Especially if you have BEEN to DC. Fallout 3's DC is inaccurate and pathetic in comparison. I imagine the original was MUCH better.

I think my current mod set is pretty well getting to the point of what I wanted to see out of FO3 in the first place (though admittedly it is still lacking in a few places, but not too bad). To give it a bit of a breakdown:

1) FWE: The additions of FPS aspects are nice since the game is in first person mainly (and I do like that aspect myself) as well as some of the enhancements like slower leveling, restricted fast travel, different damage, etc. Also make some of the RPG aspects get enhanced, but that focus didn't come from here really. Also like the expansion it provided to the crafting system, though this could still use some further expansion.

2) MMM: The diversity and addition to the creature set was very welcome, as well as seeing wasteland creatures interacting with one another on a regular basis. I am considering expanding this some more with the Fallout Tactics Plugin that is out since it has some very nice aspects I like (extra diversity to Super Mutants, Civil Feral Ghouls, etc). Will be watching the patches for FWE and this moving forward, obviously.

3) WMK: Essential aspect for the game in a Wasteland environment, in my humble opinion. Scavenging and survival need to be bigger aspects of the game.

4) APP: Expands the use of the Action Point system to include more actions pulling on your AP in real-time, which adds a nice FO 1/2 feel back to the game with this system while still allowing for the first person gameplay. Not using AP more was a huge mistake in my humble opinion.

5) Dynamic Weather: This was absolutely essential for me, as the DC region needs to provide some more weather types than just the default game one. I also like the darker nights, sneak adjustments based on time/weather, and the removal of the not needed green tint some 200 years out from the war.

6) Phalanx: Make the companion system mean something again, as it was always a part of the FO games in the past, so it needed to be better handled in the update for the game. I think Phalanx handles this pretty well for me, adding in many FO 1/2 features that were missing, as well as tossing in a lot of useful features for an FPS style environment as well. There is also some nice RP aspects to this as well, such as Companion customization and such.

Those are really the major ones I am using to achieve my main effect to the game, but coupled with that are a number of other little mods that adjust other things that bugged me: Faction Interactions, Environmental Interaction, Survival and Scavenging, Lore Corrections, etc.

My graphical set has been adjusted quite a bit to bring things more in line with the old FO games as well. Though, in the end, I still find things like the writing to be lacking, and some of the lore inconsistencies unable to be corrected thus far. Things like wanting to bring back DT (without dropping DR), a Reputation System, adjustments to the Equipment System to allow some additional items to be utilized with outfits like packs and such, and other things of that sort are still sore spots, but I have cut them down so much that I feel FO3 is an honorable followup to the original games now.

This. I would have rewritten the MQ so that at some point the LW could choose to join either the BoS or Enclave. To make that a realistic option, things would have to be arranged so Autumn and the Enclave were not involved in Dad's death. The point I would have picked is Vault 112.....Braun murders Dad but the LW is rescued by Enclave forces led by Autumn. I would have had Dad talk Li into rejoining the project and send the LW to the Memorial to secure it from the mutants before he went there, though. The next part of the MQ would involve the LW learning about the two sides and deciding which they are going to join. Basically, the premise is the LW would choose which faction they felt could best carry out Dad's vision.

I'd have also thrown in some options for the LW to get some...NV did a better job of that. Figure Sarah Lyons (if you go BoS), Sydney (only if you help her with her quest), and Tulip for males....Butch, Col. Autumn (if you go Enclave), and Harkness for females....and Bittercup and Clover for anyone interested. The LW could also hire Susan or Brianna (if on good terms with Vance). Maybe for laughs the lady in Megaton who gives stuff to a good LW may have a special thank you for a male LW instead.

I'd have made it so you could talk to the Chinese holdouts at Mama Dolce's, and get a good-sized quest from them...perhaps convince them to move to Underworld and renovate a wing to live in.

I would enable the LW to take random encounters of escaped slaves or ghouls to the Lincoln Memorial/Temple of the Union or Underworld respectively for good karma or sell them out for bad.

Add Chinese variants of US military weapons, such as the SMG or shotgun, to fill in gaps.

Fleshed out the Raiders in Evergreen Mills, and gave evil/very evil LWs the option of joining them and getting quests to do from the leader.

I'd also expand the map, make their be a lot more distance in between places, and have it include more Talon Company bases and their employers.

I would also have a quest where you can get the Enclave to help Harold and make him into a variant of a Robo-Brain and have him be a comapnion. I'd also add a pump shotgun and make many different raider gangs instead of them being one giant group.

Add in some actually emotion to dialogue (ESCPECIALLY WHEN TALKING WITH YOUR FATHER!!!) and instead of having the Enclave kill him have Braun realize you are destroying his simulation world so he basically sets the countdown for the Vault to explode, makes the robots hostile, and the LW's father gets killed by one. He manages to get out in time and the force of the explosion of the entire building throughs you back and you get captured by the Enclave then.

I would have greatly increased character interaction with both "important" NPC's and general ones. Given the ability to toss a few jokes back and forth, trade insults, even outright flirt with appropriate reactions to each. It would add a horrendous amount of depth to the game, but I can also see Bethesdas side.

Their strength has always been a story told to the player in the same manner of the "roleplay" books from the days of yore. "If you want to do [X} turn to page sixty." Bethesda weaves a very good story and allows the players to take over the main character to pilot through the writers tale.

Flipside is pre-DA2 Bioware. Their storylines are a bit on the bog-standard side, but their characters make could turn Jack and the Beanstalk into an epic tale. Combining the two would be RPG heaven.

So, were I to make Fallout 3, I'd go for the massive and immersive stories, environments and devotion to meticulous details of Bethesda and combine it with the awesome character writing and raw personality of the Bioware teams left in the cold by EA.
