If there was to be a revolt. Where would they arm themselves, and where do you think the first places they would take over would be?

Now obviously, Tennpenny Tower is going to get rushed. I think they would also want to head over to GNR radio to try and persuade Three-Dog to let them send a message over the air. After all, Three-Dog is pro-ghoul, and anti-feral ghoul.
They might also swing past Paradise Falls, due to their being an enslaved ghoul.

For guns and ammo, if they have the manpower, I suggest raiding Brotherhood of Steel Outcast posts, to grab some power armor, gattling lasers and other weaponry.

I think they would make the Underworld their base (obviously). I also think Gob would stand up to Moriarty, then go over to Paradise Falls to kill the person who enslaved him before Moriarty, if he doesn't visit that girl in the Underworld first. I'm pretty sure Roy would be the main General. That's all I can think of.

Honestly, I doubt it'd succeed. Ghouls are in the vast minority.

Ghouls in FO3 don't really have a reason to rebel. If they did organize they should go to areas with high radiation and underground. Get weapons by hitting merchants at night. Stockpile weapons and ammo. Over time start hitting smaller towns.

Don't really see why they'd revolt but even if they did it probably wouldn't succeed. The only place I can really think of a ghoul revolt happening is Tenpenny Tower but I highly doubt it would succeed due to the security there being heavily armed.

Destroy Tenpenny Tower
Kill all Brotherhood patrols in the Mall
Kill everyone in Megaton and save Gob
Find technology and scrap Power Armor, then go take down everyone in the Pentagon
Take everything the Brotherhood has and start a campaign against the Enclave.
They'd either win with most of them getting wiped out, or lose and have all of them wiped out.
(if they lose[and they probably would{which is my preference}]) The Enclave takes over the Pentagon and moves into the Mall and Underworld and then all other parts of the wasteland
Enclave eventually finds the LW and kills him, then hangs his body in front of Raven Rock
Enclave destroys all their enemies
Enclave becomes the all-powerful force in the Wasteland
The Enclave wins
And they all live happily ever after(well, only the people in the Enclave do.)

I assume they would hit a few small BOS outposts such as the Washington Monument or BOS water caravans.

They would probably send feral ghouls to conqurer
