I use 4737577, not the best possible, but serves my idea for the sneaky snipy assassin that dies if you look at her funny. Percpetion, agility and luck are the one you want to be high, well agility only if you're going to be using VATS, i use the Project Nevada mod, so i need AP for Bullet Time and Sprinting too. Skillpoint amount isn't that important since all sniper weapon are guns, though i put points in explosive too to have mines to secure my behind and grenade launcher for when stealth isn't an option. Also i use silenced pistol and hunting shotgun in addition to scoped rifles.

Sniper Rifles aren't easy to come by early on, but a Varmint Rifle with a scope will get you started (if you're lucky, Chet will sell you a scope, if you're really lucky, he will also sell you a silencer for it :hehe:) Once you get to the east side of the map, there's a unique one hidden in
Spoiler
Broc Flower Cave, far south from Novac

The firs Hunting Rifle can be found in
Spoiler
Boulder, next to the train in the railyard.

Don't remember any location that has a common Sniper Rifle, though you should be able to buy one from Alexander at 188 Trading Post.

would the special of 4 10 4 1 10 10 1 work ? since charisma is essentially useless (playing on a 360)

Well, i'm not really the best person say, since i don't really "optimize" characters, and never make any SPECIAL higher than 7 or lower than 3 since those are what the game considers what high and low limits are (Int 7: genius, Int 3: unable to speak properly, for example).

But that low luck means you practically won't score criticals outside of sneak attacks, and if you're going to be mainly sniping VATS isn't all that useful, though if something gets close it's good to have AP to deal with it, so i'd split Agility and Luck points. Also if you're going to rely on sneaking, Endurance doesn't need to be that high. After all, you can't kill what you can't see. Maybe 4 10 2 1 10 7 6?
