What would be the best starting build for a Stealth run

I'm looking to build a sort of post-apocalyptic stealth covert ops type character taking inspiration from MGS or Splinter Cell. What (at least based on FO3/NV and what little we know of FO4) would be the best stat loadout?


I was thinking something like:


S - 3

P - 5

E - 4

C - 1

I - 5

A - 5

L - 5


Not sure which perks would best fit such a build. I mean feel like either Snake or Fisher would be have a decent intimidation/interrogation factor for example. But then I didn't feel like that role-playing trait was as important to the moment-to-moment gameplay as some of the others. Especially because we can max everything now and I'd rather focus on combat from the beginning but I'll have to get it sooner or later because Big Boss becomes a Military leader in MGSV (I don't think that's a spoiler...). But initially they don't talk much and I needed that extra point on strength because such a character should be good at unarmed combat as well.


Also, while something like better criticals is a given for a special ops style military character, I was conflicted as to whether someone like Snake or Fisher would use VATS at all but VATS is somewhat similar to Fisher`s Mark and Execute, and Snake`s Reflex Mode in MGSV. Also, in addition to other boosts coming out of Agility, Agility paired with high Perception seems like a given for any stealth character regardless.


Any opinions or help?

Lots of agility. I like your chosen stats, though I might would even out strength and charisma a little unless there was a strength perk you were wanting to have access to early.

Canonically, Big Boss' stats are a perfect A across the board; so in Fallout 4, 4's across the board.

Yeah, I actually had them both at 2 to start but I`ve been flip-flopping on that.

Well, lets see.. There don't seem to be any specific strength/melee perks that deal with knives. So apparently anyone can use knives. I have no idea if stealth kills with knives will even be possible unless the person is asleep and you take the mister sandman perk though.

Perks I'd want for that type of character would mostly be in perception and agility.

Under perception- Rifleman, Awareness, Demolition Expert, Night Person, Sniper, Concentrated Fire.

Under Agility - Gunslinger, Commando, Sneak, Ninja.

Under Charisma you'd probably want the Lone Wanderer perk.

Under luck you'd most likely want Better Criticals.. Kill Shot might also be really good depending on what it actually does.

If you went with something like 1, 9, 1, 3, 1, 7, 6... you'd basically be at most of those perks I listed. (If bobbleheads still raise stats you wouldn't necessarily need to start perception at 10.. of course that all depends on where the bobblehead is and when you'd actually find it.) You could work on a bit of ST, EN and INT as you progress through the game and pretend that you are getting stronger, tougher and smarter naturally over time. But since we have no idea how detrimental stats with 1 will actually be in this game we can only guess at what our builds should be.

LvL 2 Sneak

LvL 3 Sniper

LvL 4 Weapon Smith

LvL 5 Lockpick

LvL 6 Hacker

LvL 7 Rifleman

From there as far as Special goes just pick up bobbleheads, this build pretty much covers everything a Sniper/Infiltrator needs right out of the Vault.
