Declare war on the thalmor and reestablish hammerfell as a province, i would also make an alliance with black marsh, then it would be all of tamriel against the thalmor. I would also help start revolutions in elswere and valenwood.

I would introduce a lot of new law.

Redguard market, where you can buy one of them.
No Redguard will ever be able to own any kind of property, or work for himself.

And a lot of others! I would mostly focus on Redguards.

I would obliterate the Stormcloaks, and help to unite all of Tamriel against the Dominion.

However once they are defeated I would donate resources to both Morrwind and the Summerset Isles...helping the good people of those provinces re-build, and re-gain their pride.

Afterwards, The Dominion would cease to exist.

Try to reverse the falmer mutations by letting them up on the surface in controlled enviroments, kill the thalmor and reinstate talos as a god, build temples to the daedra in cities, make the dark brotherhood the ruling body of the empire. That pretty much sums it up.

Edit: and kill all argonians and reclaim morrowind for the dunmer. Can't forget about those filthy lizards.

Heck I'd move the Nords of Windhelm into the former 'grey quarter'...just to teach them a lesson.

I'd also make it so that any race of man, mer or beast could become a Jarl.

I'd re-instate the blades as the personal bodyguards of the emperor, break the stupid treaty with the thalmor and declare war on the dominion.

After that was dealt with I'd look into having all statues and shrines of Mahrunes Dagon destroyed and allow Talos worship again. Finally to finish it off I would declare racism in the empire illegal and deal with situations like those in windhelm where the Dunmer and Argonians are effectively 2nd class and 3rd class citizens.

I would convince the Falmer that A: The Aldmeri are their true enemies, and B: in order to beat them, they need to return to the state they were in before they went underground, including the resurrection of the Snow Prince.

I would then consolidate my empire while the two of them fought it out, assisting either side in order to keep the fight in balance. When they are finally sufficiently weakened, I would invade Summerset Isle and the Falmer capital and integrate them into the empire. Anyone disagreeing with this plan shall be promptly Fus Roh Dah'd off the top of High Hrothgar.

I also make a new law that Kahjiit are allowed into Holds and purchase property.
And build an arena where 100 Skeevers fight 100 Mudcrabs.
